The present Pa11nership Agreement, hereinafter referred to as "the Agreement", is made and entered
into by and between,

(hereinafter referred to as the "Coordinator")
and the following Pa11ner:

(hereinafter referred to as the "Partner").
The parties hereby have agreed as follows:
Article 1
Subject of the Partnership Agreement
1.1 This Pa11nership Agreement comes under the Grant Agreement N° 2020-1-CZ01-KA203-
078495 concluded between Dům zahraniční spolupráce, ID: 61386839, Na Poříčí 1035/4, 110 00
Praha I (Czech National Agency for International Education and Research, hereinafter Czech National
Agency) and the Coordinator.
1.2 The total eligible cost ofthe action for the period ofeligibility ofcosts referred to by the Grant
Agreement N° 2020-1-CZ0 I-KA203-078495 as amended, all financing combined, is EUR 299 564
(including all taxes and duties). The maximum ERASMUS+ contribution to cover expenditure
incurred by the members ofthe Partnership pat1icipating in the programme shall be EUR 299 564.
l .3 The final financial contribution shall depend on the evaluation ofthe quality ofthe results ofthe
action N° 2020-1-CZ0 l -KA203-078495 pursuant to the rules laid down at Community level in
compliance with the General Cali for Proposals 2020, but shall, under no circumstances, give rise to a
profit.

I.4 This contract shall regulate relations between the pa1ties, and their respective rights and
obligations with regard to their participation under the Grant Agreement N° 2020-1-CZ0 I-KA203-
078495 passed between Czech National Agency and the Coordinator.
1.5 The subject matter of this contract and the related work programme are detailed in the annexes,
which form an integral pa1t of this contract and that each paity declares to have read and approved.
Article 2
Duration
2.1 The action referred to in A1ticle I has a duration of 36 months. lt sta1ts on 01. 12. 2020 and
ends on 30. 11. 2023.
2.2 This contract enters into force on the date of signature by the last of both participating parties to
the contract and affective on the date of publication of the contract in the Register of Contracts in
accordance with Act No. 340/2015 Col!., on special conditions for effectiveness of certain contracts,
publishing of such contracts and register of contracts (the Law on Register of Contracts) as amended.
This contract terminates at the moment of payment of the balance of the contract, as mentioned in
article 1.4 of the Grant Agreement N° 2020-1-CZ01-KA203-078495 concluded between Czech
National Agency and the Coordinator.
2.3 The contracting pa1ties have agreed that the services provided between the contracting parties
within the scope of this contract prior to the effective date of this contract will be counted from the
effective date as the performance under this contract.
2.4 The period of eligibility of costs starts on 01. 12. 2020 and finishes on 30. 11. 2023.
Article 3
Obligations and responsibilities
3.1 General obligations and role of the Pa1tners.
The Paitner:
(a) is jointly responsible for carrying out the activities attributed to him, and shall conduct the work
in accordance with the work programme and schedule set fo1th in the Grant Agreement and
approved application, working to the best of their abilities to achieve the defined results and
taking full responsibility for their work in accordance with accepted professional principles;
(b) undertakes to comply with all the provisions of the Grant Agreement and its annexes, with alt
the provisions of this Agreement, as well as with EU and nationaI legislation;
(c) is responsible for complying with any legal obligation's incumbent on bim;
(d) shall provide staff, facilities, equipment and material to the extent needed for executing the
activities as specified in the work programme;
(e) shall be responsible for the sound financial management and cost efficiency of the funds
allocated to the project.
3.2 Specific obligations and role of the Coordinator.

The Coordinator undertakes to:
(a) be responsible for the overalI coordination, management and implementation of the project in
accordance with the Grant Agreement;
(b) be the intermediary for all communication between the Pattners and the National Agency, and
inform the Partners of any relevant communication exchanged with the National Agency;
(c) inform the Pa1tners of any changes connected to the project or to the Grant Agreement, or of
any event likely to substantially affect the implementation of the action;
(d) as the sole recipient of payments on behalf of all Partners, transfer funds to the Pa1tners without
unjustified delay and in accordance with the dispositions for payments laid down in Atticle 5 of
this Agreement;
(e) manage and verify the appropriate spending of the funds in accordance with the dispositions of
the Grant Agreement and this Agreement;
(t) comply with all repo1ting requirements vis-a-vis the National Agency, as per the dispositions of
A1ticle I.4 of the Grant Agreement. The Coordinator shall not delegate any pa1t of this task to
any pa1ty;
(g) establish payment requests on behalf of the Partner, as per the dispositions of Article I.4 of the
Grant Agreement;
(h) provide one copy of this Agreement duly signed to each Partner and to the National Agency
within 6 months of the signature of the Grant Agreement.
(i) provide the Partners with official documents related to the project, such as the signed Grant
Agreement and its annexes, the Guidelines for the Use of the Grant, the various reports
templates and any other relevant document concerning the project.
U) transmit to the Partners copies of all repo1ts submitted to the National Agency, as well as copies
of any feedback letters received from the Agency following report assessment and field
monitoring visits.
3.3 Specific obligations and role of each Partner.
Each Partner undertakes to:
(a) ensure adequate communication with the Coordinator and with the other Pa1tners;
(b) support the Coordinator in fulfilling its tasks according to the Grant Agreement;
(c) submit in due time to the Coordinator al! relevant data needed to draw up the reports, financial
statements and any other documents provided for in the Grant Agreement, as well as all
necessary documents in the events of audits, checks or evaluations;
(d) provide the Coordinator with any other information or documents it may require and which are
necessary for the management of the project;
(e) notify the Coordinator of any event likely to substantially affect or delay the implementation of
the action, as well as of any important deviation of the project (e.g. replacement of the project
contact person, changes in Partner's budget, deviations from work pian etc.);
(t) inform the Coordinator of any change in its lega!, financial, technical, organisational or
ownership situation and of any change in its name, address or lega! representative.

Article 4
Financing the action
4. I The maximum Erasmus+ grant contribution to the project for the contractual period covered
by the Grant Agreement amounts to EUR 299 564,00 and shall take the fonn as stipulated in Annex IJ
of the Grant Agreement.
4.2 The Erasmus+ contribution according to the lump sums set out in the approved budget (Annex
III) for the Partners shall be a maximum arnount of 25 % of exceptional costs allocated in the
approved budget (Annex III).
4.3 Full details of the estimated budget breakdown per funding source, Partner and budget
category is given in Annex III of this Agreement.
Article 5
Payment arrangements
5.1 The transfer of the Erasmus+ grant contribution to the Partner will be implemented 111
accordance with the following timetable and procedure:
The first instalment of pre-financing payment: the Coordinator will transfer 40 % (forty
percent) of the Partner's total EU grant, if the following conditions have been fulfilled:
- the Partnership Agreement is signed.
- the Partner has provided correct bank account inforrnation.
The second instalment of pre-financing payment: the Coordinator will transfer 40 % (fo1ty
percent) of the Partner's total EU grant, within 60 (sixty) working days after receiving the
second instalment from side of the National Agency, if the following conditions have been
fulfilled:
- lnterim Partner report has been submitted and has shown eligibility of activities and
expenditure carried until 30.04.2022. Deadline for submitting the repo1t is 15. 04. 2022.
- Copies of financial documents are submitted together with the ínterim report.
Payment of the balance will be paid to the Partner within 60 (sixty) working days after the
Coordinator has received the payrnent of the balance from the National Agency, if the following
conditions have been fulfilled:
- Partner final report has been subrnitted and has shown eligibility of activities and expenditure
carried until 30. 11. 2023.Deadline for submitting the report is 30. 09.2023.
- Copies of financial documents are submitted together with the Partner final report.
5.2 Partner is obliged to use the Erasmus+ grant contribution exclusively for the purposes defined
by the project, and in accordance with the terms and provisions of the present Agreement and the
Grant Agreement and its annexes. Erasmus+ grant amounts received in advance and not used by the
Partners will be reimbursed to the Coordinator at the !atest 30 days after the end of the projecťs
contractual period.
5.3 lf there is a difference between the amount of the Erasmus+ grant contribution actually used
by the partnership and the arnount of expenditure declared eligible by the National Agency at the end
of the project, the following procedure will apply: the Partner responsible for the expenditure declared
ineligible will reimburse the corresponding amount to the Coordinator without any delay.

Article 6
Reporting
6.1 The Coordinator and the Partner shall be bound by the obligations set and the instructions
given in pa1ts li and lil of the Grant Agreement. The Pa1tner sball keep records of al] expenditure
incurred under the project and all evidence and related documents for five years after the final repo1t
has officially been approved by the National Agency.
6.2 Ail i1woices to the Coordinator must be dated and certified as true and exact by the Financial
Officer and/or the Lega! Representative of the Prutner. The Coordinator may reject any item of
expenditure, which cannot be justified in accordance with the rules set out in the Rules for Eligible
Expenditure.
6.3 The Pa1tner shall provide the Coordinator with any information and documents required for
the preparation of the interim repo1t and, where appropriate, with copies of all the necessary
suppo1ting documents completed and signed by the lega] representative by 15. 04. 2022 at the !atest. If
necessary, the Pa1tner should include the data in the electronic repo1ting tools. The Pa1tner shall
provide the Coordinator with any information and document required for the preparation of the final
repo1t and, where appropriate, with copies of alt the necessru-y suppo1ting documents completed and
signed by the legal representative by 30. 1 O. 2023 at the !atest. lf necessary, the Pa1tner should include
the data in the electronic reporting tools.
6.4 The reports must contain the real and total expenditures to the Pa1tner for the work unde1taken
during the respective periods, the timesheets duly completed and signed for eve1-y person working on
the project and the evidence documents. The reports must also detail the course of development of the
project activities unde1taken by the Prutner. Ali details as well as templates (e.g. timesheets, VAT
evidence documents, interna! progress repo1t documents etc.) provided by the Paitner and/or the NA
will be introduced and discussed with the Pa1tner in good time.
Article 7
General administrative provisions
7.1 Any impo1tant project related communication between the Pa1tner shall be done in writing and
addressed to the appointed project manager of each Paitner, as per the details below:

Article 9
Ownership and property rights
9.1 The Parties undertake to disserninate freely accessible inforrnation on the Projecťs
irnplementation activities at a national and European level.
9.2 The results of the Project, including industrial and intellectual prope1ty rights generated during
the Project shall be vested in the Party or Parties that generates thern. The relevant Parties shall be
joint intellectual prope1ty owners of the research work which is carried out jointly. ln case it is not
possible to distinguish the share of each Partner in the developrnent of the Project results, the Parties
shall be co-owners of the results equally.
9.3 The Parties grant each other the non-cornmercially, non-transferrable unlimited right to use
Project results for teaching and research purposes.
9.4 The Parties hereby agree and acknowledge that if at any tirne in the future the exploitation of
Project results is envisaged, the tenns of such exploitation shall be agreed in writing by all Parties in
advance. This notwithstanding, where the Project produces results, the exploitation of which requires
the pre-existing intellectual property of a Party (the Relevant Party), this Relevant Pa1ty shall grant (or

shall procure the granting by an owning third paity) the necessary non-exclusive, non-transferable
rights and licences at adequate market conditions, provided that such rights and licences do not
conflict with any third party rights or the Pa1ty's obligations towards such third parties.
Article 10
Liability
10.1 Each of the Pa11ner dischai·ges the other of any civil liability for any damages suffered by itself
or its staff/students as a result of the performance of this Agreement, insofai· as such damages are not
due to serious or intentional negligence or fault of the other paity or its staff/students.
10.2 The Pai1ner shall protect the Czech National Agency, the Contractor and their personnel
against any action for damages suffered by third pai1ies, including project personnel, as a result of the
performance of this contract, to the extent that these damages are not due to the serious or intentional
negligence of the Czech National Agency, the Contractor or their personnel.
Article 11
Conflict of interest
11.1 The Coordinator and Pa1tner must unde1take all necess_ary precautions to prevent any risk of
conflicts of interest which could affect their impa1tial and objective performai1ce of the Agreement.
Such conflict of interest could arise in pa1ticular as a result of economic interest, political or national
affinity, family or emotional reasons, or any other shared interest.
11.2 Any situation constituting or likely to lead to any such conflict should be brought to the
attention of the Coordinator without delay, and the Partner in cause shall undertake to take all
necessary measures to rectify this situation at once.
11.3 The Coordinator will decide if it is deemed necessary to inform the National Agency as
provided for in Article II.4 of the Grant Agreement.
Article 12
Working languages
12.1 The working language of the pa1tnership shall be English.
12.2 The Pa1tner commits in allocating to the project staff with enough knowledge of the working
language, allowing a smooth communication and understanding of the matters discussed.
Article 13
Conflict resolution
13.1 In case of conflict between the project Paitners resulting from the interpretation or the
application of this Agreement, or in connection with the activities contained within, the Partner
involved shall make the effo1t to come to an amicable arrangement rapidly and in the spirit of good
cooperation.
13 .2 Disputes should be addressed in wntmg to the project Steering Committee (or a body
consisting of representatives of all Pa1tners), that will try to mediate in order to resolve the conflict.

Article 14
Applicable law and jurisdiction
14.1 This Agreement is govemed by the Czech Republic law, being the law of the Coordinator's
country.
14.2 In case of any disputes on matters under this Agreement, which cannot be resolved by an
amicable settlement, the matter shall have to be decided in accordance with the jurisdiction of the
Coordinator's countJy.
14.3 If any provision of this Agreement or the application of any such provision shall be considered
invalid or unenforceable in whole or in part for legal requirements, all other stipulations remain valid
and binding to all Partners.
14.4 If any provision in this Agreement should be wholly or partly ineffective, the Partners to this
Agreement undertake to replace the ineffective provision by an effective provision which comes as
close as possible to the purpose of the ineffective provision.
14.5 This Agreernent is concluded in English. In the event of translation of this Agreement and its
annexes, the English version shall prevail.
Article 15
Termination of the Agreement
15.1 In the event that any of the Partners fail to perform any obligations under the present
Agreement or the Grant Agreement, the Coordinator may terminate their participation in the project,
upon fo1mal written authorisation by the National Agency.
15.2 The Coordinator shall notify the partners in cause by registered letter. The Partner has one
month to supply all relevant information to appeal the decision.
Article 16
Force Majeure
16.1 lf the Partner faces a case of farce majeure (as per defined in article 11.14 of the Grant
Agreement), it shall promptly notify the Coordinator in writing, specifying the nature, probable
duration and expected effects of this event.
16.2 Neither of the Partner shall be deemed in breach of its obligations if it has been prevented
from performing its tasks due to farce majeure. The Pat1ner shall take all necessary measures to
minimise possible damage to successful project implementation.

Article 18
Fina! provisions
The Agreement is drawn up in 3 (three) identical copies, each copy having the value of the original.
The undersigned Partner will receive I (one) and Coordinator 2 (two) identical copies of the
Agreement.
The undersigned Partner agrees wholehea1tedly with the publication of the fuli text of this Agreement
so that this Agreement can be deemed information provided pursuant to Act No. l 06/1999 ColI., on
Freedom of Access to Jnformation, as amended and Act No. 340/2015 ColI., on register of contracts,
as amended.
We, the undersigned, declare to have read and accepted the terms and conditions of this Agreement as
described here before, including the annexes thereto.

LÁNEK 1.1 - PŘEDMĚT DOHODY
l.1.1 Agentura se rozhodla udělit v souladu s podmínkami uvedenými ve zvláštních a
všeobecných podmínkách, jakož i ostatních přílohách této dohody grant na projekt
s názvem Viability of small farms managed by young farmers under new "farm-to
fork" strategy (dále jen „projekt") v rámci programu Erasmus+ klíčová akce 2:
Strategická partnerství, jak je popsáno v příloze II.
1.1.2 Podpisem této dohody přijímají příjemci grant a souhlasí, že projekt na svou odpovědnost
zrealizují.
1.1.3 Příjemci budou dodržovat listinu programu Erasmus pro vysokoškolské vzdělávání a
akreditaci národního konsorcia v oblasti mobility ve vysokoškolském vzdělávání.
ČLÁNEK 1.2 - NABYTÍ ÚČINNOSTI A OBDOBÍ PLNĚNÍ DOHODY
1.2.1 Dohoda nabývá účinnosti dnem, kdy ji podepíše poslední smluvní strana.
1.2.2 Projekt trvá po dobu 36 měsíců od 01.12.2020 do 30.11.2023, a to včetně těchto dnů.
Projektové aktivity realizované před podpisem grantové dohody mezi příjemcem a agenturou
musí být v prokazatelném vztahu ke schválenému projektu. Způsobilé období nákladů bude v
souladu s projektovým obdobím, ovšem v případě, že schvalovací dopis byl vystaven po
začátku projektového období, je pro účely způsobilosti nákladů rozhodné datum vystavení
schvalovacího dopisu.
ČLÁNEK 1.3 - MAXIMÁLNÍ VÝŠE GRANTU A JEHO FORMA
1.3.1 Maximální výše grantu činí 299 564,00 EUR.
1.3.2 V souladu se souhrnným rozpočtem projektu uvedeným v příloze II a se způsobilými
náklady a finančními pravidly uvedenými v příloze III má grant formu:
a) proplacení způsobilých nákladů na akci (,,proplacení způsobilých nákladů"), které:
i) byly skutečně vynaloženy;
ii) byly vykázány na základě jednotkových nákladů;
iii) proplacení nákladů vykázaných na základě jednorázové částky: nevztahuje
se;
iv) proplacení nákladů vykázaných na základě paušální částky: nevztahuje se;
v) proplacení nákladů vykázaných na základě obvyklých postupů partnera pro
účtování nákladů: nevztahuje se;
b) jednotkových příspěvků: nevztahuje se;
c) jednorázových příspěvků: nevztahuje se;
d) paušálních příspěvků: nevztahuje se;
e) financování, které není vázáno na náklady: nevztahuje se.

1.3.3 Převody rozpočtových prostředků bez dodatku
Příjemci smí provádět převody finančních prostředků mezi různými rozpočtovými
kategoriemi, které vedou k úpravě souhrnného rozpočtu a souvisejících aktivit popsaných
v příloze II, aniž by požádali o změnu dohody podle článku II. I 3, za podmínky, že
- je projekt prováděn v souladu se schválenou projektovou žádostí a celkovými cíli
popsanými v příloze II
a jsou dodržena následující pravidla:
a) Příjemci smí až 20% finančních prostředků, které byly vyčleněny na každou z
následujících rozpočtových kategorií: projektové řízení a organizace, mezinárodní
projektová setkání, mzdové náklady na tvorbu zásadních výstupů, organizace
diseminačních akcí, mezinárodní vzdělávací aktivity a mimořádné náklady, převést na
kteroukoli jinou rozpočtovou kategorii s výjimkou rozpočtových kategorií projektové
řízení a organizace a mimořádné náklady.
b) Žádný převod v rámci rozpočtu nesmí způsobit zvýšení částky přidělené této rozpočtové
kategorii podle přílohy II o více než 20%.
c) Příjemci smí finanční prostředky, které byly vyčleněny na kteroukoli rozpočtovou
kategorii, převést do rozpočtové kategorie náklady na účastníky se specifickými
potřebami, třebaže podle přílohy II nebyly na náklady na účastníky se specifickými
potřebami vyčleněny žádné finanční prostředky. V takovém případě se neuplatňuje
maximální zvýšení rozpočtové kategorie náklady na účastníky se specifickými potřebami
020%.
d) Odchylně od písmene a) tohoto článku smí příjemci převést finanční prostředky, které byly
vyčleněny na kteroukoli rozpočtovou kategorii vyjma nákladů na účastníky se
specifickými potřebami, do rozpočtové kategorie mimořádné náklady v souvislosti s
finanční zárukou nebo vysokými cestovními náklady, pokud to požaduje agentura v článku
I.4.2, a to třebaže podle přílohy II nejsou na mimořádné náklady vyčleněny žádné finanční
prostředky. V takovém případě se neuplatňuje maximální zvýšení rozpočtové kategorie
mimořádné náklady o 20%.
DOPLŇUJÍCÍ FINANČNÍ A SMLUVNÍ PRAVIDLA PLATNÁ POUZE PRO PROJEKTY,
KTERÉ KVŮLI ONEMOCNĚNÍ COVID-19 POŘÁDAJÍ VIRTUÁLNÍ AKTIVITY.
Příjemci jsou oprávněni převést až 60% finančních prostředků, které byly přiděleny každé z
následujících rozpočtových kategorií: mezinárodní projektová setkání, organizace
diseminačních akcí, mezinárodní vzdělávací aktivity a mimořádné náklady do jakékoli další
rozpočtové kategorie s výjimkou rozpočtové kategorie projektové řízení a organizace a
mimořádné náklady.
Příjemce smí převést z jakékoli rozpočtové kategorie založené na jednotkových příspěvcích až
1 O % finančních prostředků na mimořádné náklady s cílem pokrýt náklady, které souvisí s
nákupem a/nebo pronájmem vybavení a/nebo služeb nezbytných k realizaci virtuálních aktivit,
a to i v případě, že do rozpočtové kategorie mimořádných nákladů nebyly původně přiděleny
žádné finanční prostředky.

ČLÁNEK 1.4- PODÁVÁNÍ ZPRÁV A PLATEBNÍ UJEDNÁNÍ
Platí následující ustanovení o podávání zpráv a platbách:
1.4.1 Platby
Agentura musí provést tyto platby ve prospěch koordinátora:
- první zálohu,
- další zálohu, na základě žádosti o platbu další zálohy podle článku I.4.3,
- doplatek na základě žádosti o doplatek podle článku 1.4.4.
1.4.2 První záloha
Účelem zálohových plateb je poskytnout příjemcům počáteční finanční prostředky. Tyto
prostředky zůstávají až do výplaty doplatku majetkem agentury.
Agentura musí koordinátorovi uhradit do 30 kalendářních dnů po nabytí účinnosti dohody
první zálohu ve výši 119 825,60 EUR odpovídající 40 % maximální výše grantu uvedené v
článku 1.3. l, s výjimkou případů, kdy se použije článek II.24.
1.4.3 Průběžné/dílčí zprávy a další zálohy
Koordinátor musí do 31.05.2022 nebo jakmile bylo na úhradu nákladů projektu využito alespoň
70 % první zálohy, vyhotovit průběžnou zprávu o provádění projektu týkající se vykazovaného
období od začátku projektu do 30.04.2022.
Pokud průběžná zpráva dokládá, že koordinátor využil alespoň 70 % částky první zálohy, musí
být pokládána za žádost o další zálohu a musí upřesnit požadovanou částku až do
119 825,60 EUR odpovídající 40 % celkové maximální částky uvedené v článku 1.3. l.
Ukazuje-li průběžná zpráva, že bylo použito méně než 70 % první zálohy na úhradu nákladů
projektu, koordinátor musí předložit další průběžnou zprávu, jakmile bylo využito alespoň
70 % částky první zálohy, přičemž zpráva musí být pokládána za žádost o další zálohu a musí
upřesnit požadovanou částku až do výše 119 825,60 EUR odpovídající 40 % maximální částky
uvedené v článku 1.3.1.
Aniž jsou dotčeny články 11.24.1 a Il.24.2, a po schválení zprávy agenturou, musí agentura
uhradit koordinátorovi další zálohu do 60 kalendářních dnů od přijetí průběžné zprávy.
Koordinátor musí do 28.2.2023 vyhotovit dílčí zprávu o provádění projektu týkající se
vykazovaného období od podání průběžné zprávy do 3 1 . 1.2023.

1.4.4 Závěrečná zpráva a žádost o doplatek
Koordinátor musí do 30 dnů po datu ukončení projektu podle článku I.2.2 vyhotovit závěre·
zprávu o provádění projektu, a je-li to relevantní, musí nahrát všechny výsledky proje
Platformu pro šíření výsledků programu Erasmus+, jak je uvedeno v článku 1.9.2. Zpráva m
obsahovat informace, které jsou nezbytné k odůvodnění grantového příspěvku požadovan
na základě jednotkových příspěvků, má-li grant formu proplacení jednotkového příspě
nebo způsobilých nákladů skutečně vzniklých v souladu s přílohou III.
Závěrečná zpráva je pokládána za žádost koordinátora o vyplacení doplatku grantu.
Koordinátor musí potvrdit, že informace uvedené v žádosti o vyplacení doplatku jsou úplné.
spolehlivé a pravdivé. Musí rovněž potvrdit, že vzniklé náklady lze pokládat za způsobilé ,
souladu s dohodou a že žádost o platbu dokládají patřičné podpůrné dokumenty, které lze
předložit v souvislosti s kontrolami nebo audity popsanými v článku II.27.
1.4.5 Platba doplatku
Platbou doplatku se proplácí či hradí zbývající část zpttsobilých nákladů, které příjemcům
vznikly v souvislosti s prováděním projektu.
Agentura určí splatnou částku jako doplatek odečtením celkové částky záloh již vyplacených
od konečné výše grantu, která byla vypočtena v souladu s článkem II.25.
Je-li celková výše dosud provedených plateb vyšší než konečná výše grantu vypočtená podle
článku Il.25, probíhá výplata doplatku formou vratky podle článku II.26.
Je-li celková částka dřívějších záloh nižší než konečná výše grantu vypočtená podle článku
II.25, musí agentura vyplatit doplatek do 60 kalendářních dnů od dne, kdy obdrží doklady
uvedené v článku 1.4.4, s výjimkou případů, kdy se použije článek II.24.1 nebo 11.24.2.
Podmínkou pro provedení platby je schválení žádosti o vyplacení doplatku a podpůrných
dokumentů. Toto schválení neznamená, že bylo uznáno splnění požadavků, pravost, úplnost
nebo správnost jejich obsahu.
Částka k vyplacení však může být bez souhlasu koordinátora započtena proti případné jiné
dlužné částce, kterou je koordinátor povinen uhradit agentuře, až do výše maximálního
příspěvku pro tohoto koordinátora, který je uveden v souhrnném rozpočtu v příloze II.
1.4.6 Oznámení o výši plateb
Agentura musí zaslat koordinátoroviformálni oznámeni:
a) kterým ho informuje o výši platby a
b) ve kterém uvádí, zda se oznámení týká další zálohy nebo vyplacení doplatku.
Pokud jde o vyplacení doplatku, agentura musí rovněž uvést konečnou částku grantu
vypočtenou v souladu s článkem II.25.

1.4.7 Platby prováděné agenturou ve prospěch koordinátora
Agentura musí provést platby ve prospěch koordinátora.
Platbou ve prospěch koordinátora bude splněna platební povinnost agentury.
1.4.8 Platby prováděné koordinátorem ve prospěch ostatních příjemců
Pro účely kontrol a auditů podle článku II.27 je koordinátor povinen provádět veškeré platby
ve prospěch ostatních příjemců bankovním převodem a uchovávat odpovídající doklady o
částkách převedených každému příjemci.
1.4.9 Jazyk žádostí o platby a zpráv
Všechny žádosti o platby a zprávy musí být předkládány buď v jazyce paitnerství, nebo
v českém jazyce.
1.4.10 Měna pro žádosti o platby a přepočet na eura
Žádost o platbu musí být předložena v EUR.
Každý přepočet nákladt1 (v rámci rozpočtových kategorií stanovených na základě skutečně
vynaložených nákladů) vzniklých v jiných měnách na euro musí příjemci provést s použitím
měsíčního směnného kurzu stanoveného Komisí a zveřejněného na jejích internetových
stránkách2 platných v den, kdy dohodu podepíše poslední z obou smluvních stran.
1.4.11 Měna pro platby
Agentura je povinna provádět platby v EUR.
1.4.12 Datum platby
Platby prováděné agenturou jsou považovány za provedené v den, kdy jsou připsány k tíži
jejího účtu, nestanoví-li vnitrostátní právo jinak.

1.4.13 Náklady na platební převody
Náklady na platební převody ponesou strany dohody takto:
a) agentura ponese náklady na převod účtované její bankou;
b) koordinátor ponese náklady na převod účtované jeho bankou;
c) strana, která zapříčiní opakování určitého převodu, ponese veškeré náklady spoj
opakovanými převody.
1.4.14 Úroky z prodlení
Neprovede-li agentura platbu ve lhůtě stanovené pro platby, mají příjemci nárok na úrok z
prodlení. Splatný úrok se určuje v souladu s ustanoveními ve vnitrostátním právu, která
vztahují na dohodu, nebo v pravidlech agentury. Neexistují-li taková ustanovení, vypočítá
splatný úrok podle sazby Evropské centrální banky, kterou tato banka používá pro své hla ní
refinanční operace v eurech (,,referenční sazba"), plus tři a půl bodu. Referenční sazbou je
sazba platná v první den měsíce, v němž uplyne platební lhůta, zveřejněná v řadě C Úledního
věstníku Evropské unie.
Pokud agentura pozastaví lhůtu pro platbu podle článku II.24.2 nebo pozastaví skutečné platby
podle článku IJ.24.1, nelze je považovat za opožděné platby.
Úroky z prodlení se počítají za období ode dne, jenž následuje po dni splatnosti platby, až do
dne provedení skutečné platby včetně ve smyslu článku I.4.12. Při výpočtu konečné výše
grantu ve smyslu článku II.25 agentura nepřihlíží ke splatnému úroku.
Odchylně od prvního pododstavce platí, že činí-li vypočtené úroky 200 EUR nebo jsou nižší,
musí být koordinátorovi vyplaceny pouze na jeho žádost podanou do dvou měsíců od připsání
opožděné platby.

ČLÁNEK 1.8 - DOPLŇUJÍCÍ USTANOVENÍ O VYUŽÍVÁNÍ VÝSLEDKŮ
PRÁV DUŠEVNÍHO A PRŮMYSLOVÉHO VLASTNICTVÍ)
Vedle ustanovení článku 11.9.3 platí, že pokud příjemci vytvoří v rámci projektu z
materiály, musí být takové materiály zpřístupněny prostřednictvím internetu zdarma a
otevřených licencí3.
ČLÁNEK 1.9 - POUŽÍVÁNÍ NÁSTROJŮ IT
1.9.1 Mobility Tool+
Koordinátor musí používat internetový nástroj Mobility Tool+ k záznamu všech inforrn
souvisejících s aktivitami vykonávanými v rámci projektu a k vyhotovení a předložení d1 �
zprávy, průběžné zprávy (je-li k dispozici v nástroji Mobility Tool+ a pro případy stanovené
článku 1.4.3) a závěrečné zprávy.
1.9.2 Platforma pro šíření výsledků programu Erasmus+
Koordinátor musí vložit výsledky projektu na Platformu pro šíření výsledků programu
Erasmus+ (http://ec.europa.eu/programmes/erasmus-plus/projects/) v souladu s pokyny, které
jsou na ní uvedeny.
Schválení závěrečné zprávy bude podmíněno tím, že výsledky projektu budou před
předložením zprávy nahrány na Platformu pro šíření výsledků programu Erasmus+.
ČLÁNEK 1.10 - DOPLŇUJÍCÍ USTANOVENÍ O SUBDODÁVKÁCH
Odchylně od ustanovení článku II. I I platí, že příjemci nesmí na žádné činnosti financované z
rozpočtové kategorie mzdové náklady na tvorbu zásadních výstupů uzavřít smlouvu o
subdodávkách.
Odchylně platí, že ustanovení čl. 11.1 1 .1 písm. c) a d) nejsou použitelná na žádné rozpočtové
kategorie kromě kategorie mimořádné náklady.
ČLÁNEK 1.11 - ZVLÁŠTNÍ USTANOVENÍ O FINANČNÍ ODPOVĚDNOSTI PŘI
VYMÁHÁNÍ VYPLACENÝCH ČÁSTEK
Finanční odpovědnost jednotlivého příjemce s výjimkou koordinátora je omezena na částku,
kterou obdržel daný příjemce.

Podle rozsahu udělených povolení nebo uložených omezení existují různé otevřené licence a příjemce si může vybrat konkrétní licenci, která
se bude uplatňovat na jeho dílo. Otevřená licence musí být spojena s každým vytvořeným zdrojem. Otevřená licence nepředstavuje převod
autorských práv ani práv duševního vlastnictví.

ČLÁNEK I.12 - DOPLŇUJÍCÍ USTANOVENÍ O VIDITELNOSTI FINANCOVÁNÍ
EVROPSKOU UNIÍ
Aniž je dotčen článek 11.8, musí příjemci uvést podporu přijatou v rámci programu Erasmus+
ve všech komunikačních a propagačních materiálech, na internetových stránkách a sociálních
médiích. Pokyny pro příjemce a další třetí osoby jsou k dispozici na internetové adrese
http:// eacea.ec.europa.eu/about-eacea/visual-identity en
ČLÁNEK I.13 - PODPORA ÚČASTNÍKŮ
Článek se použije v případě, že byla přidělena podpora na financování mezinárodní
vzdělávacích aktivit.
Pokud při provádění projektu musí příjemci poskytnout účastníkům podporu, musí být v
souladu s podmínkami upřesněnými v příloze II. Podle těchto podmínek musí být uvedeny
alespoň tyto informace:
a) maximální výše finanční podpory. Tato částka nesmí překročit 60 000 EUR na každého
účastníka;
b) kritéria pro stanovení přesné výše podpory;
c) aktivity, pro které účastník může obdržet podporu, na základě pevně stanoveného
seznamu;
d) definice osob či kategorií osob, jež mohou podporu získat;
e) kritéria, jimiž se bude poskytnutí podpory řídit.
Příjemci musí:
buď převést finanční podporu pro rozpočtové kategorie cestovní náklady / pobytové
náklady/ jazyková podpora v plné výši účastníkům mezinárodních vzdělávacích aktivit
s uplatněním sazeb pro jednotkové příspěvky podle přílohy IV,
nebo poskytnout podporu pro rozpočtové kategorie cestovní náklady / pobytové
náklady / jazyková podpora účastníkům mezinárodních vzdělávacích aktivit ve formě
zajištění požadovaných cest / pobytu / jazykové podpory. V takovém případě musí
příjemci zaručit, aby zajišťování cest, pobytu a jazykové podpory splňovalo nezbytné
kvalitativní a bezpečnostní normy.
Příjemci mohou zkombinovat obě možnosti stanovené v předchozím odstavci tak, aby zajistili
spravedlivé a rovné zacházení se všemi účastníky. V takovém případě se musí podmínky
použitelné na každou možnost uplatňovat na rozpočtové kategorie, jichž se příslušná možnost
týká.

ČLÁNEK 1.14-DOPLŇUJÍCÍ USTANOVENÍ O MONITOROVÁNÍ A HOD. -
Agentura a Komise monitorují, zda příjemci řádně dodržují podmínky Listin
Erasmus pro vysokoškolské vzdělávání (ECHE) a/nebo akreditace konsorcia.
V případě, že monitorování odhalí nedostatky, musí dotčený příjemce v časo é
stanoveném agenturou nebo Komisí vypracovat a provést plán opatření. Nepřijme-li
příjemce vhodná a včasná nápravná opatření, může agentura zrušit akreditaci konsor i
doporučit Komisi, aby pozastavila nebo odebrala Listinu programu Erasmus
vysokoškolské vzdělávání (ECHE) v souladu s ustanoveními akreditace konsorcia nebo Li
programu Erasmus pro vysokoškolské vzdělávání (ECHE).
ČLÁNEK 1.15 - DOPLŇUJÍCÍ USTANOVENÍ POŽADOVANÁ VNITROSTÁT
PRÁVEM
V souladu se zákonem č. 320/2001 Sb. o finanční kontrole ve znění pozdějších předpisů mu
agentura včas zjišťovat, vyhodnocovat a minimalizovat provozní, finanční, právní a jiná rizika
vznikající v souvislosti s plněním schválených záměrů a cílů agentury. Za tímto účelem je
příjemce povinen informovat agenturu o všech významných skutečnostech, které mohou vé t
ke zvýšeným rizikům při realizaci projektu, a jejichž následkem může být mimo jiné zahájení
insolvenčního řízení.
Pokud příjemce nedodrží tuto povinnost, odpovídá za náhradu veškerých škod, které takovým
jednáním agentuře vzniknou.
ČLÁNEK 1.16- SPECIFICKÉ ODCHYLKY OD PŘÍLOHY I VŠEOBECNÉ
PODMÍNKY
1. Není-li stanoveno jinak,musí být v příloze I Všeobecné podmínky pro účely této dohody
výraz „Komise" vykládán jako „agentura", výraz „akce" jako „projekt" a výraz ,jednotkové
náklady" jako ,jednotkové příspěvky".
Není-li stanoveno jinak, musí být pro účely této dohody v příloze I Všeobecné podmínky pojem
,,finanční výkaz" vykládán jako „část zprávy týkající se rozpočtu".
V článku 11.4.1,článku 11.7.1,článku 11.8.2,, článku 11.27.1, článku II.27.3, čl. 11.27.4 odst. 1 ,
čl. 11.27.8 odst. I a článku II.27.9 musí být odkaz na „Komisi" vykládán jako odkaz na
,,agenturu a Komisi".
V článku 11.12 musí být výraz „finanční podpora" vykládán jako „podpora" a výraz „třetí
osoby" jako „účastníci".
2. Pro účely této dohody se nepoužijí následující ustanovení přílohy I Všeobecné podmínky:
čl. II.2.2 písm. b) bod ii), článek II.12.2, článek JI.13.4, článek 11.l 8.3, článek 11.19.2, článek
Jl.19.3, článek 11.20.3, článek II.21, článek II.27.7.

Pro účely této dohody se výrazy „přidružené subjekty", ,,průběžná platba", ,Jednorázová
částka" a „paušální sazba" nepoužijí, jsou-li zmíněny ve všeobecných podmínkách.
3. Článek II.7.1 musí být vykládán takto:
„II.7.1 Zpracování osobních údajů agenturou a Komisí
Komise a agentura musí veškeré osobní údaje uvedené v dohodě zpracovávat v souladu
s nařízením (EU) 2018/17254.
Tyto údaje musí správce údajů uvedený v článku l.6. zpracovávat výhradně pro účely
provádění,správy a kontroly dohody a pro účely ochrany finančních zájmů EU, včetně
kontrol,auditů a vyšetřování v souladu s článkem II.27.
Příjemci mají právo na přístup ke svým osobním údajům, jejich opravu či výmaz a
právo na omezení zpracování, nebo případně právo na přenositelnost údajů či právo
vznést námitku proti zpracování osobních údajů, jak je uvedeno v nařízení (EU)
2018/1725. S veškerými dotazy o zpracování svých osobních údajů se musí za tímto
účelem obracet na správce údajů uvedeného v článku 1.6.
Příjemci se mohou kdykoli obrátit na evropského inspektora ochrany údajů.
4. V článku 11.9.3 musí být název a odst. 1 písm. a) vykládány takto:
„II.9.3 Užívací práva agentury a Unie k výsledkům a dříve založeným právům
Příjemci poskytují agentuře a Unii tato užívací práva k výsledkům projektu:
a) pro její vlastní účely, zejména právo tyto výsledky poskytnout osobám, jež
pracují pro agenturu,orgány, agentury a subjekty Unie,orgánům členských států,jakož
i je kopírovat a reprodukovat v plném či částečném rozsahu a v neomezeném počtu
kopií;".
Pro zbývající část tohoto článku se odkazy na „Unii" musí vykládat jako odkaz na „agenturu a
Unii".
5. Ustanovení čl. II. I 0.1 odst. 2 musí být vykládáno takto:
„Příjemci musí zajistit, že agentura,Komise, Evropský účetní dvůr a Evropský úřad pro
boj proti podvodům (OLAF) budou moci vykonávat svá práva podle článku 11.27
rovněž vůči zhotovitelům,dodavatelům nebo poskytovatelům příjemců."
6. V článku 11.17.3.1 se vkládá nové písmeno I),které zní:
Nařízení Evropského parlamentu a Rady (EU) 2018/1725 ze dne 23. října 2018 o ochraně fyzických osob v souvislosti se
zpracováním osobních údajů orgány, institucemi a jínými subjekty Unie a o volném pohybu těchto údajů a o zrušení nařízení (ES) č.
45/2001 a rozhodnutí č. 1247/2002/ES.

„1) všichni ostatní příjemci podali stížnost, že koordinátor neprovádí projekt Y

9. Článek Il.20.1 musí být vykládán takto:
„Podmínky pro vykazování nákladů a příspěvků jsou definovány v oddíle I.2 a JI.2
přílohy Ill."

„Podmínky pro záznamy a jiné podklady dokládající vykázané náklady a příspěvky
jsou definovány v oddílech 1.2 a 11.2 přílohy III."
1 1. Ustanovení čl. 11.22 odst. 1 musí být vykládáno takto:
„Je-liprojekt prováděn v souladu s popisem v příloze 11,jsou příjemci oprávněni upravit
souhrnný rozpočet v příloze II tím způsobem, že prostředky v rozpočtu přesouvají mezi
jednotlivými rozpočtovými kategoriemi. Pokud jsou splněny podmínky stanovené v
článku 1.3.3, tyto úpravy nevyžadují změnu dohody dle článku 11.13."
1 2. Ustanovení čl. 11.23 písm. b) musí být vykládáno takto:
„b) nepředloží takovou žádost ani ve lhůtě dalších 30 kalendářních dnů poté, co mu
agentura zašle písemnou upomínku."
13. Ustanovení čl. 11.24.1.3 odst. 1 musí být vykládáno takto:
„V době pozastavení plateb není koordinátor oprávněn předkládat žádné žádosti
o platby ani podpůrné dokumenty uvedené v článku I.4.3 a 1.4.4."
1 4. Článek 11.25.l písm. b) musí být vykládán takto:

„11.25.1 Krok 1 - Uplatnění sazby proplácených nákladů na způsobilé
náklady a připočtení financování, které není vázáno na nákladové, jednotkové,
paušální a jednorázové příspěvky
b) Je-li grant v souladu s čl. 1.3.2 písm. a) bodem ii) až v) udělen formou proplacení
způsobilých jednotkových, jednorázových či paušálních nákladů, je sazba
proplácených nákladů specifikovaná v uvedeném článku uplatněna na tyto způsobilé
náklady, které schválí Komise pro dané kategorie nákladů, příjemce a přidružené
subjekty.
15. Ustanovení čl.11.25.4 odst. 2 musí být vykládáno takto:
„Rozsah snížení je úměrný rozsahu, v němž projekt nebyl proveden řádně, či rozsahu
závažnosti porušení povinnosti, jak stanoví oddíl IV přílohy III."
16. Ustanovení čl. 11.26.3 odst. 3 musí být vykládáno takto:
„Není-li do data uvedeného ve výzvě k úhradě platba provedena, bude agentura
nárokovat dlužnou částku:
a) započtením, bez předchozího souhlasu příjemce, proti veškerým dlužným částkám,
které agentura dluží příjemci (,,započtení");
Za výjimečných okolností je agentura za účelem ochrany finančních zájmů Unie
oprávněna provést započtení ještě před termínem splatnosti.
Proti započtení lze podat žalobu u příslušného soudu určeného v článku II.18.2;
b) čerpáním finanční záruky, stanoví-li tak článek I.4.2 (,,čerpání finanční záruky");
c) povoláním příjemců ke společné a nerozdílné hmotné odpovědnosti, a to až do
maximální výše příspěvku EU, která je u jednotlivých příjemců uvedena v souhrnném
rozpočtu (příloha II v aktuálním znění);
d) podáním žaloby v souladu s článkem 11.18.2 či se zvláštními podmínkami."
17. Ustanovení čl. 11.27.2 odst. 3 musí být vykládáno takto:
„Období uvedená v prvním a druhém pododstavci se prodlužují v případě, že
prodloužení vyžaduje vnitrostátní právo nebo že v souvislosti s grantem probíhají
audity, jsou podány opravné prostředky, probíhají soudní spory či jsou vymáhány
pohledávky, a to včetně případů podle článku II.27.7. V takových případech jsou
příjemci povinni uchovávat dokumenty až do doby, kdy jsou tyto audity, uplatňování
opravných prostředků, soudní spory či vymáhání pohledávek ukončeny."
18. Článek Il.27.3 musí být vykládán takto:
„Dojde-li k zahájení kontroly, auditu či hodnocení ještě před výplatou doplatku, je
koordinátor povinen poskytnout všechny údaje včetně údajů v elektronickém formátu,

jež si agentura, Komise či externí subjekt zmocněný tak činit jménem �
vyžádají. Agentura či Komise je případně oprávněna si tyto údaje vyžádat p·
určitého příjemce.
Dojde-li k zahájení kontroly či auditu až po výplatě doplatku, je k poskytnutí
uvedených v předchozím pododstavci povinen dotyčný příjemce.
Nesplní-li dotčený příjemce povinnosti podle prvního a druhého pododsta c .
agentura oprávněna posoudit:
a) jako nezpůsobilé náklady, jež nejsou dostatečně odůvodněny údaji, které ten·
příjemce poskytne;
b) jako nezpůsobilé jednotkové příspěvky, jež nejsou dostatečně odůvodněn�
údaji, které tento příjemce poskytne."

Short project summary
The aim of the presented project is to strengthen cooperation in the field of innovation of pedagogical
activities between selected higher education institutions and professional organisations with regard
to strengthening the competencies of small farms managed by young farmers in the context of value
creation, agricu_ltural cooperation and the emerging "Farm-to-Fork" strategy.
The content of the project will be the characteristics of s small farms managed by young farmers, the
definition of their functions (economic, production, technical, social, cultural and ecological), the
evaluation of the position of farms at the national and international level, the characteristics of critical
points and mitigation strategies. The impact of agricultural policies and legislative changes on the
functioning of individua! entities will be simulated by a software solution. The chosen strategy to
support farm viability is cooperation / collaboration between farmers, farmers and other parts of the
food supply chain. Two outputs are prepared for the development of this strategy: examples of good
practice and a virtual price comparison tool. The prepared outputs will be used in the teaching process
of agricultural students and will also serve as a background tool for science and research. Outputs will
be mostly prepared in English and languages of partner institutions (CZ, HU, LT, PL, SK). Other outputs
will be three conferences organised as multiplication events and one workshop.

Output 1 // Good practices of cooperation
Output 01 will be an international set of examples of good practice in the context of cooperation
between farmers, resp. cooperation of farmers and other food business entities. lt will be about a
comprehensive set of examples (20 examples from each country will be prepared) showing the various
forms of cooperation (commodities, type, form, number of members) that contribute to increasing
added value. Such a comprehensive set of one hundred examples of good practice, focusing mainly on

the activities and activities of small farmers in partner countries, has not yet been developed. Certainly
Examples are given on the EU website in the section of examples supported by the RDP measure
"Producer groups": However, this database does not include information on possible initiatives that
are not supported by EU funds have arisen independently or with the support of the state budget. The
result will be available to all interested parties on the project website. lt will be possible to filter good
practices based on the field, commodity, country, number of actors involved, forms of cooperation,
etc. Visual documentation will be created for each profile. Each profile will be available in all language
versions within the project team (i.e. in Czech, Slovak, Polish, Lithuanian and Hungarian and English).
The entire output must not only be a static list of subjects, but must also serve other organizations,
which, for example, are created or will be created for further promotion. The result of this would be
therefore, there should not be only 100 medallions, but a system accessible to any relevant
organization that would be interested in drawing attention to its activities and in this way, for example,
possibly attracting new members or encourage the establishment of other similar partnerships. The
quality of contributions will be monitored and approved by the administrator in the country.
The target group is young farmers, students of agriculture and the professional public. Examples are
designed to encourage and assist in similar activities or activities so small farms run by young farmers
to increase added value, increase income, reduce administrative burdens, economies of scale, market
impact, etc. The impact of this activity depends on the number of university students (2,000 students
involved in the study of agricultural economics in 2020 - 2023), the number of members involved
organizations of young farmers (CZ 550, SK 300 and in PL 10,000, of which not all are farmers) and in
the future invited organizations in Lithuania and Hungary. After counting interested parties from the
professional and general public, Hungarian and Lithuanian potential, it is clear that the output will have
a range of 3,000 to 5,000 applicants in the given years. The real impact will be measured by the number
of visits to the presentation website.
Ali partner organizations are involved in this activity. lt is necessary that the overview of examples of
good practice is locally balanced, at the same time allowing and presenting different types of
cooperation, in various forms (formalized, non-formalized) and in various sectors of agricultural
production. This will be the subject of a second international project meeting, which will take place in
March 2021. Ali requirements for the paper (content, form, style, length - assumption of about 500
words) and focus will be set there.
lt is assumed that there will always be cooperation between the university and the entity representing
young farmers. While young farmers try to get examples of good practice among its members,
university staff will gather information based on their experience, literature review and other contacts.
Partners are expected to contact the good practice case and conduct a interview about the advantages,
disadvantages, opportunities, obstacles, etc. At the same time, the subject will have to agree with the
publicity. Photos will be collected. A database will be created from these subjects, which will be used
in the 04 output (virtual marketplace simulation, description below).
The whole cost process assumes that one employee's working day is required to collect one example,
at the same time it takes several days to prepare. To the team Technical support is then added to the
university, which has the task of making the necessary translations and formaI adjustments and placing
everything on the website. Ali texts will be in all languages therefore, interna! translation will be
required. Each partner prepares a text in the national language and English, the technical support then
translates other English texts into the national language, ideally by using CAT (computer assisted
translations).

lnitially, regarding the new budgetary framework (2021- 2027), a reform of the common agricultural
policy (CAP) was envisaged. However, after the elections to the European Parliament and the
appointment of the new commission, it is clear in Apríl 2020 that the new common agricultural policy
will not be agreed on 1.1.2021 and its entry will be postponed. Currently, the problem is agreeing on
a multi-annual agreement budget. Until the budget is agreed, it is not possible to finalize the CAP
agreement (EU Parliament, Towards and post-2020 common agricultural policy, online).
With this new Common Agricultural Policy, a new EU strategy will be implemented to bring agriculture
closer to the EU's low-carbon plans, with greater emphasis on sustainability of agriculture, its non
productive functions, health safety of production and short supply chains. The changes that await
farmers in each state will be in addition, amplified by national adjustments based on government
priorities. Farmers will have to cope with this new situation. The proposed publication will be a
document for understanding the context of these states. The primary users are academic staff who
can use the publication as part of their studies, as well as all farmers and professionals' staff who will
find in the publication information and an overview of the situation in other new EU member states of
the Central European region. lt is generally calculated that within the teaching it will be possible use
the publication for teaching more than 1,000 students in project years after the completion of the
publication (i.e. after 5/2022), provide information min. 300 experts and stakeholders farmers. The
publication will be published in English only. At the same time, the publication period was deliberately
chosen for 2022 so that it could respond in a timely manner to the policies adopted and at the same
time it could be one of the first publications on this topic. The timing is therefore entirely intentional
and should increase the impact on the professional public, which will look for the current information
on the implementation of the new CAP policy into national specifics.
The planned publication is intended to summarize the general position of young farmers in the
agriculture of the countries represented by the consortium, to outline the position of young farmers
on small farms, define the problem of intergenerational exchange of the states concerned.
lt is planned that the publication will not be in paper form regarding environmental friendliness. Today,
electronic versions are widely used and there are many modem technologies that electronic
publications can present as books (e-book readers, reader applications, etc.).
The work is divided among university staff, as it is a more academic publication. The leading
organization in this direction will be PULS, PL. The team of the PULS is rich experience in publishing
books and monographs and various studies. Other universities will prepare materials and especially
texts related to information concerning the country.
The publication of this format will use several basic methodological procedures: extensive literature
search, collection of national statistical data (evaluated by time series analysis) and description of
national policies, synthesis of acquired information, induction, and deduction of knowledge.
ln addition to the managing university, other team members have a balanced budget. With regard to
the management function of the Poznan team, resources for PULS are increased by work related to
introductory overview part and technical-editorial activities during the completion of the publication.
At the same time, it must be stated that each university received the funds needed for staffing ensuring
translation into English.

Output 3 // Software product
Another supported output is the planned software product (OUTPUT 3), which would assess the
economic impacts of laws and subsidies and agricultural policy within the economy. lt will be a
simulation game that can simulate the state of the company's economy with changes in agricultural
policy, subsidies, taxes, and laws. Such a product (game, simulation) is an excellent innovative teaching
aid. Can simulate changes in economic policy in the real environment of a farm, which based on the
results can adapt its economic and investment plans to the assumptions of policy development. Such
a tool would be ideaI for teaching subjects such as economic policy, agricultural economics, agricultural
policy, etc. lt would allow to simulate on the example of a farm (in our case of a small farm run by a
young farmer) scenarios and possible impacts. Students, farmers, and players could adjust economic
and investment plans based on simulations in agriculture, which from the point of view of an active
farmer are usually of a longer-term nature.
The Rural Development Program supports young farmers who have the opportunity to receive support
to start their activities. These often have no historical family experience, and therefore, it is essential
that they have such an analytical tool at their disposal. According to FADN (published by prominent
agricultural economist A. Mathews, 2019, Measuring farmers' dependence on public payments),
support for small farms largely generates farm income and therefore any change in support is essential.
According to FADN 2015, the share of direct payments is total farm income as follows: SK~ 62, LT ~
48%, PL~ 44%, CZ~ 42% and HU~ 41%. Support is therefore a key building block of the whole system
and therefore any change affects farms, more than significantly.
Users of this product will be mainly small farmers, students of economics with an agricultural focus,
farmers, and economic analysts. With respect to the date of completion of the output (7/2023) the
number of users within the project period is limited. However, the product will be mainly used by
farmers and students after the end of the project. The expected reach is greater than 2,000 students
(at a time and after the end of the project) and 500 farmers in those countries. lt will be possible to
monitor the number of users based on the number of accesses or software downloads. The product
will be freely accessible all interested parties, the output will be in all language versions of the
consortium participants + English. lf the model proves successful, it will only be possible to supply other
countries or regions during the next data collection, so that the software can be used outside the
consortium countries.
The whole development of the model will be based on economic-mathematical methods and will
include 3 parts: a) collection of business data, b) development of software engine / engine and testing
model c) development of interface, graphical and user environment.
The user of the product defines the characteristics of the farm, the production area in which he
operates and decides on the structure of crop and livestock production according to the specified basic
agricultural commodities. Defines income from plant and animal production, characterizes products,
types of products. At the same time, the data enters its own economic data. Within the software will
be able to define expected changes in policy and the output will be the impact of policies on their own
economic results and changes in synthetic indicators. To make the model current and applicable in
terms of time, it will be possible to update the model by filling up current data from economic and
agricultural databases.
From this point of view, more resources are allocated to the Slovak university, as it is expected that
the main part of the technical work will be performed at this university. Then there are funds
distributed according to the time required for tasks. Universities that must prepare an economic

of the European Union
model, a set of policies, administrative and language support have more allocated means that
organizations representing young farmers who only collect data defined by universities from their
active members. The University of Szeged and Kaunas have the fund increased by the amount of
equivalent time required for young farmers' organizations.
Output 4 // Electronic price comparator
lncreasing the added value and thus increasing the probabilities of viability and continuation of
management is a complex problem of the entity and the project solve the problem in general for all
farms run by young farmers in different sectors of agricultural production. For this reason, the
characteristics of this output were followed so that the product can serve the widest possible range of
users. Small farms, due to their economic size, are at a significant disadvantage compared to larger
farms or input suppliers and customers. The farm is in an environment called oligopolies and
oligopsony, i.e. in an environment where they have a choice between several input providers and
several potential customers. Suppliers and customers have a significantly higher market share than
small farms, and therefore can fundamentally dictate conditions. The disadvantage arising from the
scale (i.e. the small volume of inputs purchased and the relatively small amount of production) leads
to a situation where they have to accept the market situation and have very little room to negotiate
better conditions. The solution to such an asymmetrical situation for farmers is the emergence of
cooperative, collective initiatives that will aim to address this disadvantage. Joint sales or negotiating
organizations are common, which, given the larger volume of demand or supply, can negotiate better
conditions. Also as mentioned earlier, the general desire for common practices among farmers in CZ,
PL, HU, LT and SK is rather at a low level. Even 30 years after the regime change, the cooperative
approach is not popular, rather individua! action is preferred. But different species cooperation leads
to economies of scale, which reduces costs, administrative complexity, increases the achieved
purchase prices.
The situation in which farmers have an indifferent approach to various forms of cooperation can be
overcome in several ways: by financial support, legislation, or appropriate promotion. Different
methods work differently in different situations and in different sectors, but it is documented that this
cooperation process must be voluntary to work effectively.
And the intensity of interest is determined by the benefits of membership. The project has no ambition
to innovate through legislation or offer direct support initiating cooperation between young farmers.
On the other hand, it can be targeted in an innovative way group (i.e. students of agricultural
economics, agricultural policy; young farmers; professional public) to offer the possibility to compare
their own prices with the prices of others farmers and thus provide a realistic overview of some of the
benefits of cooperation.
Output No. 4 (04) will be an online price comparator that will aggregate information on the prices of
inputs and products in agriculture. This information will be obtained from the prices available at the
Internet (from price comparators), average statistical prices kept by statistical offices, prices on
national commodity exchanges and international commodity exchanges, as well as the prices of other
farmers from the consortium countries and the prices of market, bargaining or other similar groupings
already on the market. The information will always be available to the user, who will be able to
compare prices and decide whether the benefits of cooperation are relevant or not.
We are aware that there are many virtual marketplaces and many ways in which a farmer can compare
prices and decide how to proceed. But he wasn't there until now designed a comparator, which would

also present data on collective purchases, sales. The resulting comparator will have the potential, if
well prepared, tested and promoted, to transpose itself into a real online marketplace, which could,
similarly to e.g. Slevomat or Groupon, bring together farmers buying a given product, a service in order
to achieve better and more advantageous offers.
The application will be available in all languages + English.
The database will initially provide information on the prices of basic inputs and the most common
products. However, the product should be set up to create databases independently new data in the
database with each additional request. From this point of view, it will be necessary to divide the
student part and the "professional" part so that the student activity is not stored in database of
achieved prices. Universities will independently collect information, resp. will share information on as
much automatically obtainable information as possible, they will be the supplier of statistics on prices
of commodities and inputs, economic data important for comparing the price level, provide data on
transaction costs associated with transport, price adjustment based on quality, etc. They contact
cooperative institutions from which they can obtain information about the prices offered and
membership conditions. For an individuaI commodity, Universities will try to get at least one relevant
information provider with a relevant market position. Here, universities can use the database they
have prepared for an overview of examples of good practice.
Young farmers' associations will take part in collecting data from their individua I members, which they
will then prepare for automatic loading into the database. As agricultural prices are constantly
changing and their volatility is considerable, it will always be necessary to define the amount at a given
point in time, as well as the quantity bought / sold.
The University of Hungary and Lithuania coordinate this activity with suitable partners.
Meetings, trainings, dissemination events
lnternational project meetings will be organized continuously throughout the duration of the project.
Project meeting 1- Kick off in Prague (Ml)
First, the project negotiations will begin (kick-off, December 2020). Here the form of cooperation is
set, the detailed schedule of each activity is established with the date completion and details of the
responsible persons. There will be a connection of all partners, establishing contacts and networking,
which will be necessary for seamless communication between partners.
Project meeting 2 (M2)
Negotiations on lntellectual output 1 (01) will take place in March/2021 in Szeged (most probably
online). lt will be attended by all organizations (for each organization 2 people involved in the output
of the task).
Educational activity/ training (Cl)
Negotiations on fundamental output 2 (02) will not take place as standard project negotiations. The
meeting will be included at the end of the Educational Activity (Cl), which will take place on 9/2021. lt
will lead to elimination of additional expenses associated with separate negotiations and optimal use
of time and opportunity. The training is planned for 3 people from each partner institution.

Within the training activity participants will visit to several organizations, farmers. These organizations
and farmers will be selected as part of the forthcoming output of 01. Training shall take 3 full days.
The travel is planned the day before and the day after. Excursions to other agricultural, cooperative,
or processing enterprises will also take place from the selected farm. Participants will be university
teachers and farmers' representatives from umbrella organizations. The trainíng will aim to present
examples of good practice in practice so that the experience can be passed on. Participants will get
acquainted in detail with the economy, legislative obstacles, governmental and non-governmental
support, formalities, and other practical aspects of cooperation. The training will not only take the
form of an excursion but will also include lectures on cooperation in other countries of the consortium,
discussions on examples from countries outside the consortium, outside the EU.
This training will increase the competence of individua! participants to report on the benefits and
obstacles arising from cooperation. The impact on the target group of young farmers is expected to be
indirect through the experience and knowledge gained by the participants. After the end of the training
(departure will be the next day) in the evening there will be a project coordination meeting for the 02
exit, which is attended only by universities.
Participants will be selected regarding their interest in the topic of mutual cooperation in the
agricultural sector, or in the agri-food capitaI. Participants must have access to practice or to relevant
fields of study, subjects so that the effect of training can be multiplied by participants.

Negotiations on lntellectual output 3 (04) will take place in May/2022 in Nitra. lt will be attended by
all organizations (for each organization 2 people involved in the output of the task). The project
meeting No. 3 (M3) is related to the dissemination activity No. 1 (El) which shall be organised within
the framework of SUA in Nitra conference lnternational Scientific Days 2022.
The topíc of this conference will be forms of cooperation in agriculture. The multiplication action will
follow up on the created product (01) - a set of examples of good agricultural practice cooperation.
The conference will take place in May / 2022 and will be hosted by SUA in Nitra. The conference aims
to inform the local and international public, practitioners, farmers, and teachers on forms of
cooperation in consortium countries. The finished product will be presented at the conference and at
the same time examples will be specified that would be suitable implement in practice small farms run
by young farmers. At the same time, the whole concept of the project and other expected outputs will
be presented. The conference is expected at least 100 participants will participate, of which 70 (40
local and 30 international) will be supported by the E + fund. Funds provided for support are related
to participants which are out of partner institutions!
Project meeting 4 (M4) + lnternational dissemination conference (E2)
Negotiations on an lntellectual Output 4 (03) will take place on 9/2022 in the Czech Republic (CZU). lt
will be attended by all organizations (for each organization 2 people involved in the output of the
task). The project meeting No. 4 (M4) is related to the dissemination activíty No. 2 (E2) which shall be
organised within the framework of CZU Prague conference Agrarian Perspectives 2022.
The theme of this event / dissemination conference will be aspects of small farms in the context of the
planned EU Strategy, CAP reform, post-reform changes and country-related aspects. sustainability and
viability of small farms. The discussion should be complemented by suggestions and

recommendations, which are summarized in the publication. The multiplication action will follow up

conference aims to inform local and international public, practitioners, farmers, and teachers on forms
of cooperation in consortium countries regarding changes in the CAP. Local young farmers will be
invited, EU experts. The 01 and 02 outputs will be presented at the conference. At the same time, the
whole project concept, and other expected outputs (03 and 04) will be presented. lt is expected to
the conference will be attended by at least 100 participants, of which 70 will be supported by the E +

Project meeting 5 (MS)+ lnternational dissemination conference (E3)
The last project meeting is scheduled for 9/2023 and will specifically summarize the results achieved
and the conclusions of the project. At the same time, another option will be discussed and suggested
here joint activities (scientific - publication of professional articles; popularization; development) on
projects of national or supranational agencies (H202O, INTERREG - DANUBE, lnternational Visegrad
Fund, EEA Funds, further E+ grand, etc.). lt will be attended by all organizations (for each organization
3 people involved in the output of the task).
The theme of this event/ conference will be general aspects related to the issue of small farms run by
young farmers in the context of increasing added value. This event will present outputs 01, 02 and
04, preliminarily also output 03, which will lead to finalization. The conference will take place in
September 2023 and will be hosted by PULS in Poznan. The conference aims to inform the local and
international public, practitioners, farmers, and relevant educators about forms of cooperation,
changes in the CAP and their impact on young farmers in the consortium countries. A new price
comparator and its use for agricultural practice and the promotion of the benefits of numerous forms
of cooperation will be presented. The possibilities of using the product 03 (simulation of policy changes
to farm economics) in teaching and methods of involvement in practical teaching at the level of
universities and training will be discussed. Local young farmers and experts, politicians, will be invited.
The conference is expected to be attended by at least 100 participants, of which 70 will be supported
by the E + fund. Funds provided for support are related to participants which are out of partner
