Brief description of the Coordinating Beneficiary's activities and experience in the area of the
1. NCA CR performs state administration in nature and landscape conservation in national nature reserves,
national nature monuments (except for military areas and national parks) and their buffer zones and
protected landscape areas (PLA).
2. NCA CR, in accordance with its territorial competence and with management plans, implements practical
measures to conserve nature and to protect landscape and ecosystems. In order to do this, it is authorized
to manage the areas owned by the state. Most of the project area is situated in Bílé Karpaty and Beskydy
PLA.
3. In collaboration with the Ministry of the Environment (MoE), NCA CR makes management plans for,
protected landscape areas, national nature reserves, national nature monuments and their buffer zones,
preservation programme for specially protected species of plants and animals and it is authorised to
approve exceptions regarding prohibited activities in specially protected areas.
4. In order to support state administration in nature and landscape conservation, NCA CR carries out
inventory nature surveys, monitoring, documentation of nature conservation and data processing and
providing. Further, It collaborates with expert and research institutes and provides information and
dissemination activities.
5. As an expert organisation in nature conservation, NCA CR performs tasks according to the Ministry of the
Environment requirements.

The undersigned hereby certifies that:
1. The specific actions listed in this proposal do not and will not receive aid from the European Structural
and Investment Funds or other European Union funding programmes. In the event that any such funding
will be made available after the submission of the proposal or during the implementation of the project,
my organisation will immediately inform the Contracting Authority.
2. My organisation Nature Conservation Agency of the Czech Republic has not been served with bankruptcy
orders, nor has it received a formal summons from creditors. My organisation is not in any of the
situations listed in Articles 106(1) and 107 of Council Regulation No 966/2012 of the European
Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget
of the Union (OJ L298 of 26.10.2012).
3. My organisation (which is legally registered in the European Union) will contribute 426,892.00€ to the
project. My organisation will participate in the implementation of the following actions: Al, A2, Cl, C4,
Dl, D3, El, E2, Fl, F2, F3. The estimated total cost of my organisation's part in the implementation of
the project is 1,623,228.00 €.
4. My organisation will conclude with the associated beneficiaries and co-financers any agreements
necessary for the completion of the work, provided these do not infringe on their obligations, as stated in
the grant agreement with the Contracting Authority. Such agreements will be based on the model
proposed by the Contracting Authority. They will describe clearly the tasks to be performed by each
associated beneficiary and define the financial arrangements.
5. I commit to comply with all relevant eligibility criteria, as defined in the LIFE Multiannual Work
Programme 2014-2017 and the LIFE Call for Proposals including the LIFE Guidelines for Applicants.

BROZ was established as a civic association (non-profit, non-governmental organisation) in Bratislava in
1997. It is active in practical nature conservation management, enhancement and restoration of
biodiversity, promotion of sound regional planning and sustainable development at regional and local level
and environmental education. BROZ is working mainly in the region of south-western and western Slovakia.
BROZ has long term practice in LIFE projects implementation working on 12 projects since 2003 till today;
these focused on restoration of various habitats (floodplain forests, marshlands and wetlands, river oxbows
and water streams, salt marshes, sand dunes, reed beds, grasslands, both meadows and pastures) for
various target species. BROZ has experience in cooperation with numerous different groups of stakeholders
such as foresters, farmers, water management officers, hunters, fishermen, land owners, civil servants and
representatives of institutions, municipalities, organizations and other key-role players.

The range of activities of CUNC Bílé Karpaty is highly diverse - from professional botanic and zoological
research and monitoring of the impact of various types of management on grassland vegetation, through
making management plans for small nature reserves, up to popular educational activities in the form of

Most of the events are realised in close co-operation with the Bílé Karpaty PLA Authorities and the Bílé

Eduaction and Information Centre, a non-profit organisation of which CUNC Bílé Karpaty is one of the three
founders. Also many other entities are involved in the realisation of projects - from universities and
scientific institutions to state and local government authorities.

Brief description of the Associated Beneficiary's activities and experience in the area of the
CUNC Salamandr is a nonprofit organization working in nature conservation. Its mission is to preserve and
encourage environmentally friendly development of natural and cultural heritage of the Beskid Mountains
and the surrounding area. The main objectives are to ensure practical care, awareness raising and
professional activities that contribute to the preservation and development of this heritage. The
organization was founded in 2000 as one of the grassroots organizations of the Czech Union for Nature
Conservation.
Currently CUNC Salamandr is among the 15 largest NGOs working in nature conservation in the country. Its
headquarters are in Rožnov pod Radhoštěm, in the middle of the Beskydy Mountains protected landscape
area. Its activities focus on three areas: practical care, professional activities and awareness raising.
•Practical care – in meadows and pastures with protected plant species, They prune and cut down self-
seeded trees. In the woods, they focus on the planting of rare trees and their protection against wildlife.
They have set up our own emergency orchard for fruit landraces, which we gradually expand. Further,
invasive species of plants are eliminated and protected territories designated.
•Professional activities – surveys, recommendations and cooperation with experts. In cooperation with
experts they engage in botanical, zoological, forestry and other surveys and processing of expert advice
and suggest management practices for protected areas.
•Awareness raising – informing and involving authorities, organizations and the public. They run an
information portal about the nature of the Beskydy Mountains valasskakrajina.cz. They also publish
information leaflets, practical handbooks and books and raise awareness of the natural and cultural values
of places and municipalities through nature trails, exhibitions and guides.

project staff was carried out as well. The project covers the whole territory of the Czech Republic.

2. Project title: "Preparation of complex recommendations for management measures in
special areas of conservation (SAC) in the Czech Republic"

The project concerned preparation of documents reviewing recommended management measures for
Sites of Community Importance (SCIs). The outcome was a set of documents (also called "SDO"
documents) that included description of management recommended for target species and habitats
regarding their conservation status and the target status. The obligation to prepare these documents
came out of The Nature ConservationAct No. 114/1992. The project included all SCIs in the Czech
Republic (thus also SCIs included in the LIFE project proposal). The proposed project management
measures will be in compliance with the "SDO" documents.

• For those actions which fall within the eligibility criteria for financing through other European Union
funding programmes, please explain in full detail why you consider that those actions are better
suited to financing through LIFE and are therefore included in the current project:
We have considered these:
A. European programmes
Operational Programme Environment and Rural Development Programme
The measures proposed within LIFE project actions could be (in the Czech Rep.) realised within OP
Environment within these sub-axles: 4.1 (provide favourable conservation status of subjects of
conservation in important national protected areas), 4.2 (support biodiversity), 4.3 (support natural
landscape functions), but In 4.2 and 4.3 NCA CR cannot be a beneficiary. Only some C actions can be
implemented within 4.1 (see guidelines, p.70-81, http://www.opzp.cz/obecne-pokyny/dokumenty).
As for eligibility of personal costs, in 4.1, these are eligible only in case of agricultural or forest
activities carried out in the areas owned or leased by the beneficiary. Further, personal costs are
eligible only for project implementation but not management. Overheads are ineligible costs as well as
necessary dissemination actions.
In Slovakia, only 2 OP for the period (2014 – 2020) out of 9 OPs include actions similar to those
proposed: 1.OP Quality of Environment (OPQE) and 2. Rural development programme (RDP). Even
though coppiced forests will be restored, the land that will be subject of the Concrete Conservation
Action is not listed as forest area in land registry, but grasslands, therefore no funding is eligible.
Activities would by eligible under OPQE (Investment priority 1.3.1 Improving conservation status of
habitats and species and strengthening of biodiversity mainly in Natura 2000 network, Action A.
Completion of NATURA 2000 network and ensuring care for NATURA 2000 network and other protected
areas as well as protected species), but eligible applicants for this priority are only state organisations
established by MoE or land owners/users in protected areas. BROZ is neither state organization nor
land owner/user in the area.

Ass.beneficiary BROZ as NGO is not eligible applicant for RDP actions either. The eligible applicants are
natural or legal persons with business in agriculture, fulfilling definition of active farmer (Decree No.
1307/2013 EC, art. No 9). Furthermore, restoration activities proposed in Action C.5
(coppicing overgrown succession vegetation, extensification of the land use) are not
eligible under RDP regardless the status of the applicant. Identically, the purchase of
the animals is not eligible under RDP. Since the project area has status of 2nd degree
of nature protection (according to Slovak legislation) the project area is not eligible
for NATURA 2000 payments under RDP.
In Czech Rep., RDP is not suited to finance the proposed actions. The main reason is that only
subjects farming on land registered in Land Parcel Identification System (LPIS) can become
beneficiaries. Most of the project area is currently not eligible for registration due to its deterriorated
state. It is also possible to choose only from limited and strictly prescribed management measures and
these must be carried out for five consecutive years. Experimentation in order to set an optimum
management combination for each site is not possible. For more information see

Activities do not apply to other European programmes and therefore these programs cannot be used.
We considered e.g. Horizon 2020 (also H2020, Horizon 2020 - is coupling research and innovation
http://ec.europa.eu/programmes/horizon2020/en/), COSME (competiveness of small and medium
enterprises) etc.
B. National (Czech) programmes supporting measures for nature and landscape
conservation
Landscape management programme (PPK): only small areas (and thus fragmented) within
proposed C actions could be financed within the programme as the financial resources are limited.
Programme for restoration of natural landscape functions (POPFK): focused on adaptation
measures mitigating climate change effects on water, forest and non-forest ecosystems, extremely
limited financial resourses.
Programme for inalienable state property in specially protected areas (MaS): supports
activities following legal obligations and management plans for protected areas. Only some C actions in
land owned by the state could be financed.

Conclusion: selected C actions could be financed by some of the EC and national
programmes considered above, but these would have to be modified according to specific
requirements of the programmes. No financial programme enables to carry out the project
as a complex set of actions. Due to the fragmentation of the proposed C actions and non-
realization of other project activities (D and E actions), the objectives of the project COULD
NOT BE REACHED. WE ARGUE THAT IT IS NOT POSSIBLE TO ACHIEVE PROJECT OBJECTIVES IN
THEIR COMPLEXITY AND COMPLEMENTARITY THROUGH OTHER FINANCIAL INSTRUMENTS

In the years 2011–2016 the LIFE+ project „Integrated Protection of Rare Butterfly Species of Non-forest
Habitats in the Czech Republic and Slovakia” has been implemented in the region. Its objective is to
stop the decline of biodiversity and to consolidate the Natura 2000 network by actively preserving non-
forest habitats and species of European and national importance by means of introducing appropriate
management of these habitats.

The results of the monitoring of butterflies (which was a substantial part of the project) showed a
positive effect of mosaic management and restoration of grasslands on populations of target butterflies
such as Maculinea sp. This has become the inspiration to perform similar activities in the Beskydy SCI,
particularly in order to support populations of target butterflies.
One of the target species is Maculinea arion, whose distribution centre in the Czech Republic lies in the
Beskydy SCI. Since this butterfly needs many suitable interconnected sites for securing long-tertm
sustainability of its and the restoration of several stepping stones in the Nedašovsko area and near
Starý Hrozenkov has been successful, we would like to continue with restoration of grasslands (mainly
pastures) in the Bílé Karpaty SCI, Čertoryje SCI and the Nedašovsko stepping stones area to expand
the potential habitat of this species.
Another outcome of the butterfly species monitoring is the necessity to create suitable conditions for
species which used to be bound to coppiced and grazed forests (e.g. Parnassius mnemosyne, Lucanus
cervus) as soon as possible. That is the reason why we have decided to create open-canopy middle
forests on sites registered as non-forest in several SCIs, which is one of the main project topics both in
the Czech Republic and Slovakia.

The MoE would like to express support to the proposed project '·Conservation of selected Natura 2000 insect
species in transboundary area (CZ-SK) of Western Carpathian Mts:·. The MoE is the centrnl state
administration authority in nature and landscape protection. It is also a methodological authority in the field of
environment for all regional offices and is responsible for Natura 2000 implementation in the Czech Republic.
The proposed project aims to fulfil the target expressed in the Act on Nature and Landscape Protection No.
114/1992 Coll. with respect to the Habitats Directive 92/43/EHS "ro maintain Lypes of European habi1ms aml
habirats of species of European importance in their natural range at a favourable conservation sratus, or.
optionally, enable to restore such sta.ri1s" through appropriate measures focused on species disappearing from
landscape as a result of absence of traditional management. Those species are specially protected under the Act
No. 114/1992 Coll. and are target objectives of Natura 2000 sites in question. Therefore it can be stated that
project fully meets priorities of MoE in nalllre protection. The main strength is clearly defined measures planned
with respect to ecological requirements of target species in specific, premonitored areas which were chosen
during another LIFE project currently in progress. Proper implementation of the project is guaranteed by expert
erudition of the main beneficiary, The Nature Conservation Agency of the Czech Republic. Participation of other
local project partners provides very good precondition for success of project with regard to knowledge of local
conditions and communication with the local community.
MoE would like to mention that previously stated issue with funding transfer mechanisms (that actually had no
impact on factual/ objecliw assessment of the project) has been resolved.

In Slovakia the Project is aimed at improving lhe conservation status of 9 species of
Community interest by restoring their habitats within Natura 2000 and therefore contributes to
the Target I of the EU Biodiversity Strategy lo 2020 (direct implemenlalion of lhe Habitals

Colias 111yr111idone, Mac11li11ea 11a11sitl1011s, Mac11/i11ea teleius, Lycaena dispar, Hypodryas
matuma, Eriogaster ea tax and L11cw111s cerl'/IS.
The Project results would contribute to the commitments, priorities and targets set in the
following strategies:
- Prioritised Action Framework for financing Natura 2000 in the Slovak Republic in the EU
programming period 2014-2020: especially priority F.1.3 and actions related - present
conservation status of two species targeted is evaluated as unfavourable (U I Hypodryas
111at11ma) and Unfavourable (U2 - Colias myrmidone).
- EU Biodiversity Strategy to 2020 (Targets I and 2),
- National Strategy for Biodiversity protection to 2020 (Targets A. I, A.2, B.3, F.9) and its
Action Plan (both approved in 2014 by the Government),
- National legislative, the Bern Convention and the European Landscape Convention.
The MoE and its body (the State Nature Conservancy of the Slovak Republic) will delegate
members to the Project Steering Committee and at its capacity cooperate within relevant
Project activities.

Municipality Bošáca endorses the proposed LIFE project “Conservation of selected Natura

The project site is situated in our cadastral area. We support activities aimed at restoration
of suitable habitats such as coppiced forests and pastures. In our municipality there are large
areas overgrown by succession vegetation still listed as grasslands in cadastral registry that
could be used for project activities and where their owners will be willing to cooperate to set
up the proper management for nature conservation.
We equally appreciate activities on public awareness raising and propagation of the region
and value the involvement of residents and stakeholders in proposed project activities. We
also embrace the discussion with BROZ representatives about planned activities prior to the
project submission.

The project site is situated in our cadastral area. We support activities aimed at restoration
of suitable habitats such as coppiced £orests and pastures. In our municipality there are large
areas overgrown by succession vegetation still listed as grasslands in cadastral registry that
could be used for project activities and where their owners will be willing to cooperate to set
up the proper management for nature conservation.
