 Population (demographic) statistics are one of the main sources of information for effective
 governance. In Moldova, the population statistics require further principal strengthening to
 increase the avai]abi]ily, comparability and reliability of population data. This is also why
 demographic statistics are exp]icitjy mentioned in the Article 42 of the Association Agreement
 between the European Union and the European Atomic Energy Community and their Member
 States, of the one part, and the Republic of Moldova, of the other pan (L 260 of 30 August
 2014) hereinafter referred to as the "Association Agreement".

 One of the key source of statistical infonnation on population and the comer-stone of entire
 population statistics is the population and housing census. Despite the fact that since
 independence, Moldova has conducted two censuses (2004 Population Census and 2014
 Population and Housing Census), the population statistics of the Republic of Moldova have
 not been revised since 2004. From one side, this is because National Bureau of Statistics
 (NBS) can't use the elnigl'alion data from administrative sources, especially of the migrants
 who are outside of" the country for more than 12 nionths and because of double citizenship of
 significant part of its populationĽ Another challenge faced by official statistics is vital
 statistics, due to the fact that data are collected based on the official registration, and not based
 on the usual residence, which jeopardizes the accuracy of population estiniates at the local
 level. Besides it, about eight percent of newly born children are not registered by birth
 statistics. Thus, iinprovement of population statistics and preparation for the population census
 Round 2020 are one of the main objectives of the Strategy for the Development of the National
 Statistical System 2016-2020Ž

 In suni, the current state of official population statistics in Moldova impedes the prodllctio])
 of basic demographic findings (knowledge and forecasts) and practical use of demographic
 infornlalion. This substantially decreases the efficiency of all the investments in population
 data collection, processing and disseinination, in the study of society, its development and its
 impacts on different spheres of life, and finally the effectiveness of governance per se at all
 its levels.

 The key stakellol(]ers of the proposed project are the Government of the Republic of Moldova
 (filrlhel' "the Governinent") and its bodies, namely the National Bureau of Statistics further
 "NBS"). Ministry of Health, Labour and Social Protection ('MHLSP"), and its organizational
 units, such as the National Agency for Public Health ("NAPH") and, National Colnmissiol]
 for Population and Development ("NCPD"), Public Services Agency (PSA), National
 Connnission for Census Global Round 2020 ("NCPHC") and Charles University, Faculiy oĺ"
 Science, Prague ("CUNI FS").

 Direct beneficiaries of the project are all the Moldovan key stakeholders: The Govcrnrneni
 and its bodies, especially the NBS, MHLSP, through its NAPH and NCPD, PSA and NCPHC.
 Indirect beneficiaries are the entire Moldovan society and its vulnerable parts requiring
ef1"icient assistance or support of the state, international organizations and donors being active
on the territory of the Republic of Moldova, and, last but not least, the investors and other
 market subjects dealing with mass production or providing the services to the large scgments
of population.

               Census developed by NBS with UNFPA assistance and the EU mcthodology and legislation',

               especially major preparatory actions related to tools and procedures to be successfully tested
               in census pilot and ready for the application; the final concept of the census to be is approved;

               · At this nioment, there is one official docuinent dealing with the next PI lC in the Republic
               of' Moldova. It is the National Strategy for Development of Statistical Systcm 2016-2020 with
                ils l'eq(lirelnel)t to prepare lepislative, administrative and orťa])izationa| Íralncwork for
               carrying out the next Population and Housing Census for the Global Rouncl 2020 by 2019
               (Action 2.4.2 ). Another two available documents: Institutional Capacity and Needs axsessinent
                1"or the 2020 Census Round in the Republic of" Moldova and Action Plan of the Popu|ati()n and
                Housing Census in the 2020 Census Global Round, both prepared by Mr. Eliahu Ben Moshe

                Outcome 2: Vital statistics, the collection, processing and dissemination of data on births
                and deaths comply within the UN Fundamental Principles of Official Statistics', taking

                into account the EU acquis in statistics, including the European Statistics Code
                of l'ractices .

                · The data Mw and methodology are rationalized and harmonized and all authorities involved
                in the registration process are technically and personally equipped, the systcín is designed,
                lcsted. approved and impkníented. The high-quality data in different possible (lisaggl'cgalio11
                are diucminated and available to users.
                · There is a double-track registration system in Moldova which is 11arlnol)iscd neither
                intcrnally, ncithcr with the international rccomlncrlda(ions and standards. The current practice
                provides significantly different results in different lines of registra(ion. The impli)velnent of
                vital statistics lhrou€h impleinentation of U N principles and recon)lnel)datiolls on the system
                of vital sliúistics, revision 3, 2014 is supported by the National Strategy for Deve|oplnel)l of
                Statistical System 2016-2020 in the framework of the Action 2.4.1.

                Outcome 3: Producer - user dialogue on population statistics and development is
                improved.
                · The knowledge and skills of mqjor stakeholders and policy inakers arc improved by
                (lcvelo[)il1g and delivering curricula on population and demographic statistics. as a part of'
                training progl'alnlne to be repeatedly delivered by Training Center on Ofl"icid Statistics
                cnvisaged to be established in 2019 by NBS. Local trainers are trained and participate in the
                tl'aiľ)ing process.
                · There is no similar training program in Moldova. All previous activities except the Master's
                study prograin in Dell]ography and Population Econoinics supported by the Czech
                Developinent Agency within POSTDEMO pro.ject (2013-2017) were one-off events with a

Ad Outcome l (PHC):

· The 2020 Roitnd :c PHC is prepared in terms oj'content and methodology;

· The conceptual and legislative acts on the next PHC in Moldova are approved and                            r

i]nplelnenled:

· The staťf of the NBS involved PHC preparation is trained and aware of the entire process

of' enuineration;

· Training programs and materials for the other census staff are developed and tested;

· Data collection monitoring system is developed and tested;

· The pilot PHC is successfully completed and its results mirrored by census guidelines and

other opcrational documents.

Baseline: The preparations for the 2020 Round"s PHC started recently. There are no such
conceptual and legislative documents related to the future population census in Moldova
existing and/or approved yet. Therefore, the staff cannot be trained and aware of the fllll]re
process. There are no training programs and materials developed, no data collection
monitoring system elaborated and no pilot census impleinented.

Target indicators: The elaborated content and methodology of the 2020 Round"s PHC: the
lcvcl of its concordance with the EU methodology and legislation, approved and iinplememed
standard conceptual and legislative documents: the level of" awareness of the NBS staff"
involved in the PHC preparations; the number of the training programs and materials
developed and successfully tested; successfully completed pilot census and completeness of
its results ilnplelnentation.

Ad Outcome 2 (Vital statistics):
· The new conceptual docunients and notification forms of vital registration are adopted and
ilnple]nented. including necessary legislative changes:

· The staff' of NBS, medical facilities and bodies responsible for registration of" births and
deaths, and Civil Acts Register (PSA) are equipped with necessary hardware, software and
expertise;

· The registration of" birth and death is pan of electronic services delivered by the governinent
to citizens;
· The system of bil1hs and deaths registration is effectively working and unified:
· ]nforlnalion on vital statistics are harmonized and reliable data on births and deaths
disaggregated by sex and single-year age groups at all possible levels of adniinish'ativc
division of' the country are produced and made available on a regular basis, at least once a

year.

Baseline: There are no new conceptual documents and corresponding notification forins
available in Moldova. The hardware used by the health facilities is outdated, software exists
but must be adopted to the future practice. The staff involved needs to be retrained to fit the
new requireinents. The registration of birth and death still requires paper documents and
personal visits of different administrative bodies. The number of registered events
disseminated by different institutions differs,

Ťarget indicators: The physicd existence of new conceptual documents and notiťicaiion

                       The local trainers are trained and participate on the training programs delivered.

                    Baseline: There are no standardized training programs, curricula and e-learning modules on
                    population data use for policy lnakers available in Moldova. The qualified trainers are missing
                    but can be recruited for instance aniong the graduates of" the Master"s program in I)e]n()graphy
                    and Population Statistics.

                    Target ill(lical()l's: The physical existellce of the training progranis. curricula and e-learning
                    l)locll.|les are developed and tested; the number of" training programs delivered and the nuinbcr
                    of" policy makers trained; ihc number of the trainers trained and the extel1t of their pariicipation
                    in the training programs delivered.

                    Possible strategies:

                    'I'hc project will take the advantages of the strengths and weaknesses of" the 2014 PHC and
                    cxis|il)g system of registration of demographic events. Its implementation will be strictly
                    guiclcd by '"the UN Fundamental Principles of Official Statistics, taking into account the EU
                    acquis in statistics, including the European Statistics Code of Practice. in order to align the
                    national statistical system with the European norms and standards" according to the
                    Association Agreement. Article 41. These international recoínmendations and norins have
                    been rcflccted in the National Strategy for Development of Statistical System 2016-2020
                    which reprcscnt a national frainework from strengthening the official statistics in the Republic
                    of" Moldova.

                    The 2020 Rounďs PHC will be prepared in maxiinal possible concordance with the
                    Con)|)lissiol) hnplcníenting Regulation (EU) 2017/543 of 22 March 2017 laying down rules
                    for the application of Regulation (EC) No 763/2008 of the European Parlianicnt and of the
                    Council on population and housing censuses about the technical specifications of the topics
                    and ol" their breakdowns. Explicit attention will be also paid to the expert ]"ecol))I)lendations
                    slln)nlal'ized in the above-inentioned documents "Institutional Capacity and Needs assessincnt
                    l'or the 2020 Census Round in the Republic of Moldova" and "Action Plan of the Population
                    and Housing Census in the 2020 Census Global Round". Involvement of all principal
                    stakeholders involved in preparation of the next PHC will be ensured through the National
                    Con)|)lisxion for Ccnsuscs Global Round 2020. under the Prime Ministers' Cabinet.

                              of national statistics with international standards and in(erna(i()llal. forcigl) and
                              domestic institutions involved in the 2020 Round 's PIlC prepal'ati()n. thc vital statistics

responsible for collection, processing and dissemination of official population data:

MHLSP and its org(lni2(ltional units - co-operation on census and vital statistics conceptual
preparation and implementation, partial responsibility of priinary registration of births and
deaths, the main users of' the obtained data and finding based on them;

PSA - partial responsibility of primary registration of births and deaths.

NCPD - the main coordinating body and the platform for a wide professional discussion of
the project related question; advisory body of the Government.

NCPHC - the main coordinating body on preparing and conducting the censuses for the Global
Round 2020.

CUNI FS - the co-implenienting institution with an extensive activity in the field oťpopulation
statistics, demography aiid population and development in the Republic of Moldova and
cooperation with the other key partners of the project since 2013. The implementing institution
of the POSTDEMO project (2013-2017), implementing partner of the UNFPA EECARO in
the region of Eastern Europe and Central Asia (2012-2017).

The project is fully complementary with the Association Agreen:ient, namely with its Title IV

- Economic and other Sectoral Cooperation, Chapter 6 - Statistics and its basic purpose to
develop and strengthen cooperation on statistical issues, and thereby contributing to the long-

terní objective of" providing timely, internationally comparable and reliable statistical data. It
a priori supposes the coinplementarity of the proposed project with all basic illterllational
recommendations and standards - the UN Fundamental Principles of Official Statistics, the
EU acquis in statistics, including the European Statistics Code of Practice, and with the other

European l)Ol'll1S and standards.

Al the same time, the project is complementary with the past as well as current activities in

the lield of loPulation statistics and demography coordinated and perforincd by international
organization.:, especially UNFPA and other inájol' donors in Moldova, including the activities
financed by the Czech Republic. The proposed project follows up the projects and activities
of the Czech Development Agency and the Embassy of the Czech Republic in the ficld of
population statistics, deinography and population and development carried out in the Republic
of Moldova since 2013. The compleinentarity with future activities of other subjects (the

governmental bodies of the Republic of Moldova, international organizations and donors) will
:e ensured by crosscutting activities of the project, through the permanent contact with these
:'ubjects: exchange of information and the systeinatic coordination initiative of the Czech
